Unified Carrier Registration Overview

Interstate motor carriers are required to register and pay fees annually under the Unified Carrier Registration Agreement (UCRA) before operating in interstate commerce. The UCR filing opens for 2023 registrations on October 1, 2022. If you miss the deadline, the registration fee is still due, and you may be subjected to state penalties.

Whether you are setting up your initial UCR registration, or need help with your renewal, let FCCR take care of it for you! We’ll ensure your information is accurate and your UCR renewal gets completed on time.

What Is The Unified Carrier Registration (UCR) And How Do I Sign Up?

Created by the Unified Carrier Registration Act of 2005 (UCR Act – 49 United States Code (USC) section 14504a), it replaces the former system for registering and collecting fees from the operators of vehicles engaged in interstate travel – the Single State Registration System (SSRS).

All drivers who transport cargo over state lines with a commercial vehicle needs a UCR. UCR stands for the Unified Carrier Registration program, which is mandated by the U.S. government. In other words, you must have a UCR in order to be DOT compliant. The problem is, many individuals and companies don’t know where to begin if they need a UCR, so they merely decide to not get one at all. Save yourself the headache with DOT Unified Carrier Registration services from FCCR. When you work with us, you’ll have a dedicated compliance agent on your side throughout the whole process. You’ll never be left on your own in the challenges of becoming DOT compliant.

Who Needs A Unified Carrier Registration Filing?

You might be asking yourself, “my drivers already have their licenses; why do we need a UCR too?” Good question. Because it’s a federal Unified Carrier Registration program, you’re breaking the law if you’re not compliant. The consequences of not having a UCR include being fined either individually or as a company. You can consider a fine as your last warning. If you pay the fine and still neglect to obtain a UCR, your vehicles may be detained by law officials and your business can ultimately be shut down.

Although not every state participates in the UCR program currently, that doesn’t mean you don’t need one. For instance, if your state doesn’t participate in the program but you transport cargo in or through a state that does participate in the UCR program, you’re violating the law. Our DOT Unified Carrier Registration services will guarantee you’re compliant regardless of your service area.

At FCCR, we understand that you don’t have disposable time to spend ensuring your entire fleet is compliant. We’re proud to take all the guesswork out of being compliant with our DOT Unified Carrier Registration services. We also offer several other services to ensure you’re fully compliant company wide. Our mission is to help trucking companies nationwide obtain the necessary documents, licenses, and registrations to operate legally. If you have any questions at all, contact us today.

Who Does Unified Carrier Registration Apply To?

The UCR Agreement applies to:

  • Interstate for-hire property and passenger carriers
  • Exempt for-hire carriers
  • Private property carriers
  • Interstate freight forwarders, brokers, and leasing companies

Carriers from Mexico or Canada operating in the U.S. are also subject to Unified Carrier Registration.

If you are an intrastate carrier, you never cross state lines or engage in interstate commerce, then you are not subject to UCR.

Unified Carrier Registration Participating States

Interstate carriers based in non-participating states are also subject to registration with the UCR. FCCR will help you determine the proper states to file in based on your needs.
